Recommendations of the Second Arab Publishers’ Conference

After two days of discussions and conversations involving representatives of the organizers of the conference: Arab Publishers' Association (APA), Egyptian Publishers' Association, Bibliotheca Alexandrina and the Egyptian Ministry of culture, in addition to a wide range of publishers, distributors, Arab exhibition managers, intellectuals, journalists, media, academics, ambassadors of some Arab and foreign countries, and a delegation representing international publishers' Association.

The  Conference opened Saturday, 23rd March 201,3 in the presence of: Mr. Mohamed Atta Abbas; Governor of Alexandria, Dr. Ahmed Mujahid chairman of general Egyptian book organization; in deputy of the minister of culture, Dr. Ismail Serageldin president of Bibliotheca Alexandrina, Mr. Assem Shalabi president of both Arab and Egyptian publishers' associations, Dr. Mohammed Abdel Latif Egyptian shura council member and the former president of Arab publishers' Association, Mr. Fathi Shehab-Eldin chairman of culture and media committee on Egyptian shura council, Mr. Y S Chi President of international publishers' Association (IPA) and Mr. Ibrahim El-Moallem, vice president of international publishers' Association(IPA)

In addition to a prestigious Arab guests; Dr. Rasheed Al-Hamad Kuwait's ambassador in Cairo, Dr. Ben-Salem Hemeish former Moroccan Minister of Culture, Dr. Azz-Eddin Mihoubi former Algerian media and the Consul of Kingdom of Saudi Arabia in Alexandria.

The conference schedule presented and discussed many professional programs around publishing and relevant issues through 7 sessions and 3 interactive workshops.

The first session was after opening ceremony entitled "The media and the enablement of knowledge" headed by Mr. Fathi Shehab-Eldin and Mr. Ayman Al-sayad; editor chief for points of view magazine and Dr. Azz-Eddin Mihoubi; Algerian national library director, speakers.

The second session "Public libraries and their role to develop the Arab book" headed by Dr. Abdel Nasser Hassan, chairman of the Egyptian national books and documents library and Dr. Sherif Shahin; Dean of libraries – Cairo university and chairman of publishing committee - culture supreme council, Mr. Mohamed Abadi; chairman of Jordanian national library and Dr. Mohamed Elwan; Dean of libraries- Palestine Islamic University, speakers.

 The third session "the future of e-publishing and online selling" headed by Dr. Adel Khalifa Chairman of Arab e-publishing Association and Mr. Richard Charkin; IPA Vice president- Bloomsbury publishing house manager, Mr. Salah Eddine Chebaro Chairman of Nile and Furat website, Mr. Mohammad Al-Baghdadi; president of Almanhal electronic company, Speakers.

At the end of the first day was held 3 specialized workshops, the first entitled: "toward the development of industry book fairs in the Arab world" led by Dr. Ahmed Mujahid; chairman of general Egyptian book organization, the second entitled " indexing and classification" led by Dr. Saleh Al Missned; Chairman of Unified Arab par codes project, Kingdom of Saudi Arabia and the third workshop was entitled " graduation and design the book" led by Dr. George Nubar; vice President of Faculty of fine arts, Helwan University.

The second day Sunday, 24th March 2013, the Conference completed its work with the fourth session "the freedom of publishing is the support for publishing progress and creativity" headed by Mr. Ibrahim El-Moallem; IPA vice president and Mr. Peter Givler; IPA Copyright committee Chairman, Dr. Bin-Salem Hemeish; Moroccan culture minister and Mr. Chi; IPA president participated in by a working paper delivered by Mr. Richard Charikn, speakers.

The fifth session "Copyright, anti-piracy and anti-counterfeiting" headed by legal expert Dr. Hossam Loutfi, Faculty of Law- University of Beni Suef and Dr. Adnan Salem former president of Syrians Publishers' Association, Mr. Jens Bammel; IPA Secretary General and Mr. Peter Givler ; IPA Copyright committee Chairman, speakers.

The sixth session "Libraries chains and distribution system" headed by Mr. Muhammad Al-Sibaie; APA Vice President (Syria), Dr. Omar Alshenaity; president of Alef bookstores and Mr. Saeed Abdou; chairman of Arab distributors' association, speakers.

 

The last and seventh session "translation problems and publishing industry" headed by Dr. Faisal Al-Hafyan; Supervisor of the Institute of Arab manuscripts (Syrian) and Dr. Bin-Salem Hemeish; outstanding Moroccan author and the man of letters, Dr. Azz-Eddin Mihoubi; outstanding Algerian writer and Dr. Suleyman Sezar; chairman of Turkish culture centre in Cairo, Speakers.

In the closing ceremony, the Media Conference Manager, Ashraf Albolkiny read the recommendations of the second Arab publishers' conference which came as follows:

1-     The importance of developing an Arab Observatory for publishing, periodically receive information and statistics about the state of publishing at each Arab country, the number of titles, publishing houses, censorship status and have to develop the statistical systems to determine levels of publishing on the Arab world and their position on the international level too. 

 

2-     Establish a Prize to encourage reading and literacy at the level of each Arab country, supervised by a cultural authority, in coordination with their local Publishers' Association.

3-     The importance of a national project to renew the connection book and promote the value of reading.

4-     Establish a coordination meeting with various Arab media (in each country) to discuss ways to promote the presence of the book in newspapers, radio, television and forums, with the increase in awareness campaigns related to knowledge and reading and how to select books, taking advantage of the experiences of some countries in how to promote The publicity for the book to reach the public.

5-     Take advantage of new communication technology (electronic media) like Facebook, YouTube, and internet forums to encourage the habit of reading and communicating with the public.

6-     Connecting with donor foundations to allocate donation to support books, public libraries and reading development programs, with special attention to children's libraries and the importance to fits every age group.

7-     Public libraries should adopt programs that aiming for renewing the connection with the book. These programs should be organized and administrated in collaboration with the Arab Publishers' Association.

8-     Arabic language should be in the themes of the next conference (third) as the language of writing and publishing in Arab countries.

9-     Work to improve the spread of the Arabic books internationally and commitment to write (metadata) comprehensive bibliographic information in English language.

10-  Public libraries should commitment with registered and declared criteria in construction and selection of collections of books.

11-  Work intensively and hardly to find a quick and powerful solution for piracy problems in the Arab world for the benefit of the publishers, authors, libraries, distributors and readers.

12-  APA should adopt specification of IT companies that provide publishing and distributing e-books services through a specialized committee to approve the qualified and trusted companies and prevents intruders on the industry.

13-  Participation in national initiatives to develop e-content, index, publish and make it available, such as the unified Arab par-codes project, electronic library of King Abdul Aziz in Saudi Arabia, and the strategic plan for e-content in Egypt.

14-  Organizing efforts for collective legal action against (Google) which committed a material breach of the authors' rights who write in Arabic language and publishers rights too.

15-  The Conference affirms and supports press and creativity freedom, Copy rights and recommends supporting copyright awareness programs in the Arab community and communicates with supporters and governments to support these programs and included in the curriculum.

16-  Communicating with publishers' associations, Arab book fairs and international to apply principles of the protection of Copyright firmly, and ban publishers who are not committed to these rights of participation in exhibitions.

17-  Keep communications with governments to encourage investment in knowledge field, through the allocation of commercial areas, specified in the new cities at a low price, as well as work to reduce the costs associated with the establishment of libraries and distribution circles and afford special places in public squares and utilities outlets distributing small book.

18-  Demand from governments and relevant authorities to issue special rates for shipping and exporting books across the Arab countries, reconsider about customs for books, publications and related inputs of publishing industry to support culture.

19-  Translation from the original language, not through intermediate language, very important and focus on the translation of Applied Science as a keynote of the age of science.

20-   Establish professional workshops on the sidelines of Arab and international exhibitions, increase communication with Arabian Exhibition organisers before starting in organizing the exhibition, and continuous coordination in order to overcome all the obstacles facing publishers at exhibitions.

At the end of closing ceremony of the Second Arab Publishers' Conference; some organizers, participation, work team of Egyptian and Arab publishers' associations have been honoured. It also has been honouring Dr. Khaled Azab, Director of Special projects department for his efforts in hosting and the success of the conference.
